Do we need a dedicated person to run this?

No. hostnag runs from the cloud with nothing to install; adding a host and a channel is two short forms.

Can we watch something that isn't a website, like our VPN gateway?

Yes, as a TCP monitor: a host and a port. A private or loopback address is refused since hostnag watches from outside; a host it cannot reach can report its own status instead through a status report URL.
